From Singapore to the world: Strategic coalitions, partnerships, and ocean fund chart pathways for regeneration and resilience
Singapore, 22 September 2025 — IMPACT WEEK 2025 concluded last week with a series of landmark coalitions that signal Singapore’s rising role as a nexus for East-West collaboration and systemic innovation in the Well-being Economy – a shift that redefines prosperity as purposed-aligned growth. Convened by TPC (Tsao Pao Chee) and its philanthropic arm, NO.17 Foundation, the five-day event drew over 4,000 leaders from Asia, Europe and North America, uniting business, policy, philanthropy, academia, culture and community in one shared platform, and advancing collaboration through private, public and philanthropic partnerships.
The programme featured more than 200 sessions covering themes such as capital mobilisation for the well-being economy, climate and nature solutions, ocean restoration and blue-economy, regenerative industry transitions, mental health and leadership, family business transformation, and culture and consciousness. Conversations ranged from connecting finance to real solutions and maritime decarbonisation, to reimagining learning and strengthening community resilience. Distinguished speakers included Desmond Lee, Minister of Education and Minister-in-charge of Social Services Integration; Stefan Löfven, Former Prime Minister of Sweden; H.E. José Ramos-Horta, President of Timor-Leste; Ravi Menon, Board Chairman, ImpactSG; Chavalit Frederick Tsao, Chairman of TPC; Sebastian Buckup, Managing Director, World Economic Forum; and Frederic Hoffmann, Chair, Unearthodox.
“Family business represents 70% of the global economy — which means we are also 70% of the problem. But it also means we must lead 100% of the transformation. This is why coalitions matter. No single actor can do this alone. We must bring families, capital, government, and community into one field of collaboration to regenerate systems and create lasting impact,” said Chavalit Frederick Tsao, Chairman of TPC.

Key Announcements
The announcements at the inaugural IMPACT WEEK 2025 mark a clear shift from dialogue to action. Each coalition, roadmap and partnership represents a tangible step toward systemic transformation, bringing together capital, philanthropy and policy to regenerate natural systems, strengthen social resilience and place well-being and shared prosperity at the centre of a well-being and happiness economy.
- Impact Partners Coalition: 16 organisations, including Temasek Foundation, GAEA (WEF), OceanX, Climate KIC, Catalyst Now, NO.17 Foundation and TPC, signed the “Impact Partners Coalition Agreement”, committing to systemic transformation grounded in the flourishing of people, planet, and purpose. This is not a collection of projects, but a coalition co-stewarded by 16 organisations, weaving together finance, education, nature restoration and global advocacy into one fabric of system change.
- TPC-Climate KIC Asia Roadmap: NO.17 Foundation and Climate KIC, supported by the Tsao Family Office, will collaborate to co-develop a systemic transformation roadmap for Asia, integrating climate, health, and education.
- 99 for Humanity Initiative: NO.17 Foundation inked an agreement as a founding member in Asia of Catalyst Now’s “99 for Humanity Initiative”. The initiative seeks to reimagine philanthropy through collaborative capital architectures that enable scalable, regenerative solutions.
- Temasek Foundation-NO.17 Foundation: Temasek Foundation and NO.17 Foundation signed an agreement to collaborate in climate, health, and education, signalling a shift toward systemic, long-term partnership.
- Well-being and EESG Alliance (WEGA): A partnership between TPC and the Centre for Governance and Sustainability at NUS Business School, WEGA introduces an Asian-rooted framework that integrates Economics, Environment, Social and Governance (EESG) principles with well-being at its core. At the heart of this agenda is well-being—not as an end point but as the organising principle for how systems, economies and communities must be reimagined.
- Asia’s Largest Ocean Fund: OCTAVE Capital and Katapult Ocean announced the creation of a US$75m ocean fund, the largest in Asia, to restore marine biodiversity and drive sustainable shipping innovation. By rewiring how capital flows – from ocean funds to collaborative philanthropy – the coalition underscores that finance is not merely an engine of accumulation, but a vessel of regeneration
- TPC Renaissance House at the World Economic Forum Annual Meeting in Davos: Just as IMPACT WEEK draws to a close, TPC and NO.17 Foundation announced it will co-host the “TPC-Renaissance House” in Davos (2026-2028) with Renaissance AG, serving as a bridge from Singapore to the world for dialogue, artistry, and collaboration.
- UN SDSN – Greater Bay Area-ASEAN Initiative: NO.17 Foundation and the UN Sustainable Development Solutions Network announced the upcoming launch of the Greater Bay Area-ASEAN Initiative (GAI). The initiative will bring together business leaders, academics, policymakers and cultural voices from across the Greater Bay Area and ASEAN to strengthen innovation, investment and sustainable development. The GAI will be launched on 31 October 2025 in Hong Kong and continue on 1 November 2025 in Shenzhen. With Asia home to over half of the world’s population, rising family enterprises, and deep cultural values of harmony and interdependence, the coalition views the region as a natural leader in shaping a generative model of prosperity. Partnerships with Climate KIC, Temasek Foundation, and the UN SDSN GBA – ASEAN Initiative anchor this commitment to building bridges from Asia to the world.
- Launch of the Social Transformation Project at Fengshan (STP@FS): OCTAVE Institute, the non-profit social transformation unit of TPC, launched a six-year pilot to strengthen social mobility and family resilience in Singapore’s Fengshan community. The STP pilot reflects the importance of education – whether in schools, business, or community, is the root system shaping values, mindsets, and resilience. By transforming how families in rental housing access well-being, jobs, and learning, the project demonstrates how systemic change must begin at the human construct level.
The inaugural IMPACT WEEK 2025 established Singapore as a convening ground for global collaboration on the Well-being and happiness Economy, positioning the nation as a lighthouse for this emerging movement. The journey now extends to Davos 2026, where the TPC-Renaissance House will carry the spirit of IMPACT WEEK to the world stage, and through coalitions that will advance commitments from Singapore to the globe. Building on this momentum, the ideas and partnerships catalysed in Singapore will continue to evolve through future convenings, including Davos 2026 and the next edition of IMPACT WEEK, ensuring that the vision translates into practice and lays the foundations for lasting systems of resilience, regeneration, and shared prosperity.
